Help: Custom Access Templates for Sharing Entities when some entities should be share on web and others just be share internally for some users?

Hi, my question is I have a database, I want to share to web that database, but some entities is assigned to Users internally, and others should be share to web. I want to share only the entities rows on public , and hide others. How to do it? Any other option besides custom apps?
