As far as I can see, default permissions or access templates cannot be set per database yet?
If that is implemented, will those defaults allow for permission groups?

About permissions and access.
All my Observers users have access to my User database, and there are some sensitive data about the users in that database.
Is it possible to prevent Observers to have access to this database? Or even, to have access only to it’s own User entity but not the other ones?
Eventually, yes, the User database will be able to be access-controlled like any other db
