I’m trying to choose the sub-option notification controls but they are not clickable.
- Am I missing something?

Sub-option selection is not available, despite the UI hinting at this.

As you mention, it’s the hinting part that sets up false expectations.
A simple change to checkmarks (or similar) would probably prevent some confusion
