Clicking the ... icon (trying to select “Formula”) results in the dialog immediately closing, so you cannot complete the rule definition.

I’m glad someone reported this! I ran into it recently and then forgot to mention it.
Meanwhile, if you select the (...) <button> element in DevTools, you can enter $0.click() in the console, and it will work
