Add People Without Permissions

I just wanted to clarify this isn’t the same thing as adding read only users. I want to have a single place by default to quickly @ mention people in a consistent way. If the person doesn’t exist, then it would quickly be added. I want a People app that can manage people, where a subset of those people are fibery users with permissions. So, this is technically related to my other ticket: Support Adding Types to People App
