What timezone is "On schedule" automations using?

See title. I wasn’t able to find info about it here Fibery

Is it the timezone of the person configuring the rule? UTC? Or per user?

If a time is included, then it is run at the time according to the person who defined it.

(but internally, it is stored as a time in UTC, so there can be interesting behaviours for users who are in a time zone that has summer time changes)

Note that it is defined to be 9am but by the time the first execution is due, the clocks will have changed
