Unable to edit a list of options in "Single Select" field

I have defined a new field Quarter of type “Single Select” and added 4 values - Q1, Q2, Q3, Q4.
Now I am not able to edit this list, I can only add a new value:

I have found how to do it - options can be removed from a board view:
