Rich text toolbar not visible when Ctrl-A (select all) when the rich text is longer than the panel, thus when the last part of the text is not visible without scrolling. This is unexpected behavior. The toolbar should be sticky to the top of the selection in such cases, and stay sticky at the top of visible part of the panel.
