I have all the notifications settings enabled. However when someone commented on an item I asked them to provide feedback on, I didnt get any notification. Is there any way to be notified even if someone else doesn’t “@” your username?
I guess some approach of being “subscribed” to an entity would be useful?

Notifications work in comments and in rich text fields only if the user was mentioned
You can always configure custom notifications 
The ability to “follow entity” is in the backlog
you can add a “Watchers” field (relation to users). then create an automation, that whoever is adding a comment, they are added as a “watcher”. then a second automation to notify every user when there is a change in an entity or comment
