Is trash intentionally not the same across the workspace or is it a bug?

The admin deleted a nested document. This is nowhere to be found in the non-admins trash. Are documents a special type of deleted item? Or is it always that only the person who deletes can recover?

Couldn’t find info on this in the user guide.
