Allow Rules/Formula Involving Rich-Text Fields

I am turning this into a Feature Request as I did not find one specifically for this and this was a good description/discussion of the issue. I don’t have Merge permissions, but this is the same request/issue:

Formula for checking if the description field(rich text) is empty, is not working

I have tried IsEmpty(Description) to check if the description field is empty or not. But it keeps returning the same value in every entity. Everything is returned as non-empty. Performance does not seems to be the issue because I have waited around half an hour after the formula has been entered. This was also discussed here. Thank you.
