View appearing when it shouldn't be

I recently upgraded to the Pro plan in order to have control over which views are available to a user. In the screenshot attached, the “OUT Fields” view is not shown as a tab, as expected. But the view is still available from the “Views” menu. And, when selected, the “OUT View” fields are shown. (This is what is shown in the first screenshot.)

I’ve also attached a screenshot that shows the configuration of the “hide” rule.

I am the system architect, so this might be related to permissions. But wasn’t in Architect mode when I took this screenshot. I don’t have another user account (yet) with which to confirm this, though.

Is this expected behavior? If so, how do we reliably hide the views (and therefore fields) we don’t want certain users to see?

Thank you in advance!

I think it is the case that you can still see the view in the dropdown because you are admin/architect (irrespective of user mode - which may be something we should address). However, if you were not an admin (nor a non-architect member) you shouldn’t see it.
