Having a mouse scroll wheel control zoom anywhere is always problematic for some users, because some smooth-scrolling mice (like mine) have extremely sensitive wheels that tend to move slightly at random. They need a debounce option, but there isn’t one. 
So it’s always nice when zooming-via-scroll-wheel is optional.
